ÖSYM, which provides examination services to over 10 million candidates on a national scale and is one of the leading institutions in the world in terms of the number of exams it conducts and the size of the candidate population it serves, continues on its way with the mission of being a valid, reliable and fair measurement, selection and placement institution.
The basic philosophy of the institution is to create a valid, reliable and fair measurement and evaluation system by constantly renewing itself and rapidly adapting to change, planning all its activities in line with scientific methods. ÖSYM considers being everywhere for everyone, providing services to candidates with disabilities, health problems and special conditions in their provinces, being innovative in exam processes, being accountable and maintaining credibility in the eyes of the society as the basic principles of its raison d'être.
History
Until the 1960s, universities accepted only some high school graduates without examination. Since these years, faculties faced with a demand that exceeded their quotas have generally carried out the selection process in one of the following ways.
- Accepting as many candidates as needed according to the order of application
- To accept graduates of science or literature branch of high schools, taking into account the quality of the education given at the faculty
- Ranking applicants according to their high school graduation degree and admitting students accordingly
With the increase in the number of high school graduates and the granting of the right to apply for higher education to high school equivalents, the above-mentioned methods of student selection became inadequate and faculties began to organize entrance exams in accordance with their own objectives. Students had to rush from city to city across the country in order to take the exams, and the situation of taking one exam but not the other, which could coincide with the same day and time, led to significant complaints among candidates and their parents. Beginning in the 1960s, some universities first started to organize entrance exams for themselves, and later some universities started to act together.
The increase in the number of candidates necessitated the preparation of multi-question and objective tests and the utilization of informatics methods and tools in procedures such as application, scoring, selection and placement, and notification of results. In 1974, the Interuniversity Council decided to conduct university entrance exams from a single center and established the Interuniversity Student Selection and Placement Center (ÜSYM) on November 19, 1974. Student selection and placement procedures for universities were carried out by this center until 1981.
In 1981, ÜSYM was transformed into a sub-organization of the Council of Higher Education under the name of Student Selection and Placement Center (ÖSYM) with Articles 10 and 45 of the Higher Education Law No. 2547.
With the Law on Measurement, Selection and Placement Center Services dated 17/02/2011 and numbered 6114, which entered into force after being published in the Official Gazette dated 03/03/2011 and numbered 27863, the Institution was renamed as the Presidency of Measurement, Selection and Placement Center (ÖSYM) in accordance with the Law No. 6114 and the Presidential Decree No. 4 on the Organization of Institutions and Organizations Affiliated, Related, Associated Institutions and Organizations and Other Institutions and Organizations Affiliated to Ministries, which entered into force after being published in the Official Gazette dated 15 July 2018 and numbered 30479; The Agency has become an institution with a public legal entity, administrative and financial autonomy, related to the Council of Higher Education, headquartered in Ankara, with a special budget, authorized to fulfill the duties and exercise the powers given by the aforementioned Law, Decree Law and other relevant legislation.
There are different practices in the world regarding the transition from secondary education to higher education. In our country, the system has been developed with changes in the university entrance system in the historical process and the university entrance system was finalized in 2017.
As mentioned above, our Presidency, while carrying out the task of selecting students for universities at its establishment, has been transformed into an institution where approximately 50 exams are held every year with new exams added since 1981 according to the historical development and the needs of Turkey.
